Group 1 - Democrat & Republican can only vote for their parties and CAN NOT change their party affiliation.
Group 2 - Libertarian & Independent Party CAN NOT vote in the primary, unless they change their party affiliation to either Democrat of Republican or DTS
Group 3 - DTS (Decline to State) voters CAN vote in the primary. DTS Voters will have to indicate to the poll official what party ballot they would like.
